The Independent National Electoral Commission (INEC) has fixed October 9, 2026, as the commencement date for the nationwide collection of Permanent Voter Cards (PVCs) ahead of the 2027 general elections.

INEC Chairman, Professor Joash Ojo Amupitan, SAN, announced the date on Monday during the commission’s North-West Zonal Interactive Meeting with staff and a readiness assessment for the 2027 general election in Kaduna.

The announcement marks the next stage in the electoral process following the conclusion of the recent Continuous Voter Registration (CVR) exercise, which recorded more than 10.7 million new registrations across the country. INEC’s reported figure is 10,772,421 new registrations across the three phases of the exercise, subject to the commission’s verification processes.

Amupitan told electoral officials that preparations for the 2027 elections must focus on addressing operational challenges at the grassroots level. He stressed the importance of ensuring that eligible voters are able to obtain their PVCs without unnecessary administrative or logistical difficulties.

According to the commission, eliminating bottlenecks at the Local Government Area level will be important to preventing situations in which registered voters are unable to collect their cards and subsequently participate in the electoral process.

The INEC chairman also called on electoral personnel to maintain professionalism and neutrality in the discharge of their responsibilities. He said practical challenges confronting officials in the field should be identified and addressed before election day.

The commission’s readiness assessment is part of wider consultations with its personnel across the country as it prepares for the 2027 elections. The zonal engagements are intended to give officials an opportunity to identify field-level challenges and communicate them to the commission’s leadership for resolution.

INEC is also working on improvements to its technological and election-management systems. Amupitan disclosed that the commission was refining voter verification and result transmission processes as part of its preparations for the forthcoming elections.

The commission has further adopted what it describes as a “Zero-Failure” approach to election logistics. The strategy covers the early deployment of electoral materials, transportation and movement arrangements, security coordination and the training of ad-hoc election personnel.

INEC’s preparations come ahead of the 2027 presidential and National Assembly elections scheduled for January 16, 2027, while the governorship and State House of Assembly elections in participating states are scheduled for February 6, 2027, according to the commission’s published election timetable.

The commission has urged registered voters to remain attentive to official information concerning PVC collection and other electoral procedures. Its voter information portal currently provides services for checking voter status and locating PVC collection centres.

With the October 9 commencement date approaching, attention will now shift to the effectiveness of the distribution process, particularly at Local Government and Registration Area levels, as millions of newly registered voters become eligible to collect their cards.

INEC has reiterated that its preparations are aimed at supporting a transparent and inclusive electoral process and ensuring that operational challenges are addressed before the 2027 general elections.
