Rivers Governor Fubara Submits 2026–2028 Medium-Term Expenditure Framework to State Assembly

Governor Siminalayi Fubara has formally transmitted the 2026–2028 Medium-Term Expenditure Framework (MTEF) to the Rivers State House of Assembly for legislative consideration.
The submission was announced during an emergency plenary session of the Assembly on Thursday, where the Speaker, Rt. Hon. Martin Chike Amaewhule, read a correspondence from the governor conveying the fiscal policy document to lawmakers.
The Medium-Term Expenditure Framework serves as a key budget planning instrument that outlines the government's projected revenue, expenditure priorities, and fiscal strategy over a three-year period. It provides the framework for the preparation of annual budgets and guides public spending in line with development objectives.
The Assembly's consideration of the MTEF comes amid renewed legislative activity following a prolonged period without plenary sessions. The House last convened more than three months ago to screen and consider commissioner nominees submitted by Governor Fubara.
Prior to that sitting, lawmakers had met on January 8, during which impeachment proceedings were initiated against the governor. The Assembly subsequently adjourned and did not reconvene on its scheduled resumption date of January 15.
Following the presentation of the governor's communication at Thursday's emergency sitting, members deferred debate on the 2026–2028 Medium-Term Expenditure Framework to a later date.
The proposed framework is expected to undergo legislative scrutiny before further action is taken by the House.
